Youth baseball is a good use of community money, and HEDCO lists the Henderson Boys Baseball Association among its projects. But this is the agreement we know least about: no amount, no terms and no HEDCO agenda item in the records we hold.
This story is part of our review of every performance agreement the Henderson Economic Development Corporation has made. A performance agreement is a contract: HEDCO puts up sales tax money, land or work, and a business promises something in return, usually investment and jobs. We are not suggesting anyone did anything wrong. We are asking whether the public can see what was promised and whether anyone checks.

What the record shows
HEDCO’s published notice of 2025-26 projects lists “Henderson Boys Baseball Association improvements” under the section of state law for sports and park facilities.
The council approved the agreement on November 18, 2025. The discussion in the meeting recording is brief and mostly about whether the city should annex the property so it collects sales tax there.
What’s missing
What the public record leaves out
- The dollar amount.
- What improvements are being paid for, and on whose property.
- Whether the property is inside city limits.
- When HEDCO’s board approved it and held the public hearing.
Our ask
What would make this deal easy to check
- Publish the agreement.
- Put every HEDCO project on a HEDCO agenda by name, with its amount, before it goes to the council.
